| Project Background/Rationale |
The first phase of CECAP programme was implemented between 1989 and 1996 with an EC grant of 18.5 million was one of the first major foreign-funded development project in the area. Following a community - based participatory approach, the project was successful in implementing a total of 2,800 micro projects, benefiting 70% of the population of the barangays that were covered.
In particular, the Phase I project succeeded in establishing a climate of confidence, and helping to create a development dynamic through a revitalised interest within local and national government, and among the local communities themselves, in a community-based approach to sustainable development. Building on this achievement, the present second-phase project will adopt a more advanced strategy, emphasising technical advice and training, savings mobilisation, the strengthening and empowerment of community-based cooperative groups for production, marketing or credit, and the strengthening of local government and community organisations.
It is expected that by the end of the project, some 38,000 households will have increased their inocmes and strengthened their resource management capabilities. All beneficiaries belong to the four (4) main indigenous groups of the area, the Ifugao, the Bontoc, the Kalinga and the Tinggians. The project area is spread over some 25 municipalities in the 4 provinces.

| Project Objective |
The project is aimed at promoting a self-sustaining improvement in living conditions for rural communities in the Central Cordillera. It will emphasize a community-based participatory approach, and ensure consistency with the socio-economic practices of the indigenous cultural communities. |
| Project Components |
- Agriculture - adoption of appropriate technologies
for improved production and increased income;
- Infrastructure- construction/rehabilitation of
roads, footpaths, bridges, irrigation and village water systems; Rural Finance- formation and strengthening of
savings and loan groups (SLGs) to provide financial conduit for farmers who
could not borrow from the formal and semi-formal financial sector;
- Marketing and Enterprise Development- strengthening
of co-operatives and construction of marketing and post-harvest facilities;
- Natural Resources Management- increasing awareness
on environmental issues and improvement of resource management capabilities of
rural communities for the protection of agricultural land from further
degradation; and,
- Institutional Development- formation and
strengthening of village water and irrigators associations and
capability-building for LGUs to enable them to sustain the benefits of CECAPs
development activities.
