| Project Background/Rationale |
ERP-CASCADE aims to build on the success of the earlier Earthquake Rehabilitation Programme (ERP 1992-1997, agricultural component). The ERP, an initiative to overcome the results of the damage wrought by the July 1990 earthquake, followed a multi-sectoral approach covering agriculture, health, access and urban planning sectors. ERP succeeded in creating an atmosphere of mutual trust with the rural communities and with the LGUs through intensive coverage and participative implementation. The Phase I programme evolved progressively from rehabilitation towards development oriented actions. ERP-CASCADE will build on this basis focussing on peoples own development initiatives. |
| Project Objective |
The
Overall Objective of ERP-CASCADE is to help the mainly indigenous rural people
of this highland area in promoting an agro-based local economy that will allow
them a better income and improved standard of living and will give them the
opportunity to remain settled and develop where they are presently living with
their families.
This shall be achieved through:
- improving
peoples technical capability through the introduction of appropriate
upland technologies (technical self-reliance);
- development of a sustainable financial system
tailored to the needs of the upland population
- building up the capacities of the local actors
-from POs to LGUs to independently manage their own affairs (managerial
self-reliance)

| Project Components |
- Agricultural Production Systems Development Component - development of
comprehensive and appropriate farming systems to the programme area to increase
farmers productivity and income on a sustainable basis;
- Micro-Enterprises Development Component - development of small and
micro-enterprises in the area, using locally available products to increase
income generating opportunities for the non-farming sector of the programme
beneficiaries;
- Social Development Component - construction/rehabilitation of potable
water and sanitation facilities; development/strengthening of water users
associations; and strengthening of basic health and nutrition services in
support of municipal health services;
- Institutional Development Component - strengthening of LGU structures and
building-up capacities of LGUs in planning, implementation, monitoring and
coordination of development activities; and
- Rural Finance Systems Development Component - setting-up and development
of savings and loan groups (SLGs) and rural finance centers (RFCs) for access to
small-scale and self-generated credit by programme beneficiaries; and
development/strengthening of financial services by local cooperatives.
In
order to promote community participation and to help ensure sustainability the
ERP-CASCADE bases its approach on the following key principles:
- the communities themselves take the lead in
planning, implementing and evaluating development activities;
- the local governments are offered training in
community-based planning, and;
the project is
implemented in partnership with the Local Governments and other local
institutions, as appropriate.
