Project Background/Rationale The Government of the Philippines declared its firm commitment to judicial reform in order to address “the public perception of a slow and elitist dispensation of justice” in the MTDP 2001-2004. The Supreme Court of the Philippines is implementing a comprehensive judicial reform (2001 – 2006) – the Action Programme for Judicial Reform (APJR) – financed by the GoP and a series of donors. The APJR has six components: Judicial Systems Development, Institutions Development, Human Resource Development, Reform Support Systems Development (this includes the information and communication function of the Court), Institutional integrity development and Access to justice for the poor. The present project was consulted with a wide range of governmental, judicial –Supreme Court- and civil society institutions, the direct beneficiaries as represented by selected barangays as well as EU Member States and other donors.
Project Objective To improve access to justice for the poor by increasing their knowledge about basic rights and the judicial system, and through the creation of an enabling, supportive environment to this effect within the Barangay Justice System (BJS), the Judiciary, and the Police.
Project Components
  1. Decentralisation of the Information Education and Communication IEC Function of the Justice System at (36) Municipal Court

  2. Strengthening of the Barangay Justice System in 1,080 Barangays through training programmes for Lupon members and women, and the setting-up of Legal Information Desks for women and children

  3. Institutional development of Law Enforcement agencies (DoJ and PNP) and the Judiciary through training of Police officers and judges in 36 municipalities

  4. Legal reform through advocacy on laws to promote the rights of women and children
