| Project Background/Rationale |
The Government of the Philippines (GoP) requested the inclusion of activities aimed at combating terrorism during the revision of the 2002-2004 National Indicative Programme (NIP). The proposed intervention is compatible with the countrys development strategy as it is likely to contribute to the improvement of the governance situation in the country. Strong ownership and political support of the measure has been shown by the national authorities at the highest level. During the identification there was continuous dialogue with the EU Member States, the majority of active other donor-countries and donor/IFIs involved. In a context of weak administration and corruption, the fact that the country comprises over 7000 islands and limited capacity of local authorities , the national border management system requires stronger cooperation and a higher quality transfer of information between authorities. The protocols and practices employed in such a system need to be equally relevant for a regional border management context. The current assessments of Philippine border management mechanisms have highlighted weaknesses and anomalies within the fundamental structure of information-exchange, identity/passport documentation and the source data that create this documentation. This is particularly appropriate when the Overseas Filipino Workers travel on an increasing and regular basis. The sustainability of international travel and access status is critical for the national economy as well as the general stability of the Philippines. |
