| Project Background/Rationale |
Following the signing of a peace agreement between the government and the Moro National Liberation Front (MNLF), the GOP called upon the donor community to focus its assistance to Mindanao, in particular, the Special Zone for Peace and Development (SZOPAD). In response, the EC mounted a mission in late 1997 to determine possible areas for assistance. Of special interest were interventions that would facilitate the integration of MNLF ex-combatants to civilian life, and rebuild community institutions affected by the 30 years of strife. A two-year rehabilitation programme was deemed most appropriate as an immediate response, with the formulation of a longer term rural development programme to be carried out in the course of implementation. |
| Project Objective |
The project aims to improve the well-being and incomes of former MNLF combatants and other members of their communities, especially those living in the upland farming communities. The project intends to improve incomes by introducing improved upland agricultural technologies and providing skills training to enable beneficiaries to access formal credit schemes/funding facilities. It also aims to improve well-being through the rehabilitation of basic health services delivery systems, and in the second year, productive activities. |

construction, plumbing, carpentry and mechanical works

training in skills needed for project proposal preparation and general office work to
enable access to formal credit sources such as the SZOPAD Social Fund

- construction/rehabilitation of water
supply systems in 16 upland barangays benefiting 3,700 families, and formation of water users associations
