Projects in response to humanitarian needs created by the Mindanao conflict

Period Project Description
November 05 - May 06 Consolidation of humanitarian protection and direct humanitarian support in 3 municipalities of Central Mindanao

The project comprises three main sectors: public health, food security and protection. At the end of the project, 17 conflict-affected communities in central Mindanao will be better able to implement community protection, livelihood, and public health plans. Activities include training of health, local government staff, water and sanitation committees, and community livelihood groups; construction of wells and latrines; provision of support and capacity building to local government units, etc.

Beneficiaries: Approx 34,000 internally displaced people, returnees and local population
October 05 - March 06 Assistance to returnee population affected by the 2003 conflict in Liguasan Marsh to improve their living conditions  

The project consolidates, sustains and improves the living conditions of the returnees affected by the 2003 conflict through capacity building and assistance in areas related to water, sanitation and food security. Activities comprise construction of wells, hygiene and sanitation promotion, distribution of fishing equipment, and capacity building on marketing and agriculture production.

Support to the returnees' population affected by the 2003 conflict in Mindanao's Liguasan Marsh

Through the support and the strengthening of local capacities related to water, sanitation and food security the vulnerability of population affected by the 2003 conflict will be reduced. The support includes construction of wells, latrines, hygiene and environmental sanitation education, distribution of fishing equipment and agriculture inputs, and training on agriculture production.

Ensuring humanitarian protection and direct humanitarian support in three municipalities in Central Mindanao Region The project activities include awareness raising on the rights and entitlements of the internally displaced, resettled and returnees as well as of government people. It also aims at linking the community health structures with local government unit health system so that beneficiaries will have access to public health provision.

Community-based actions to link relief and rehabilitation by strengthening local governance in war affected areas of Mindanao

In 6 conflicts-affected municipalities in the Provinces of Maguindanao and Cotabato pilot initiatives to identify replicable patterns for community rehabilitation, reintegration of displaced people and combatants have been launched. The initiatives, which aim at being sustainable, include establishment of local emergency preparedness systems, crop diversification, sustainable natural resources management, fair local market integration, and strengthening Bangsamoro Development Agency to fill the institutional vacuum on rehabilitation/reintegration policies in war affected areas.

Disarmament, Demobilisation and Reintegration Programme for Children Involved in Armed Conflict

Establish Demobilisation and Reintegration Programme (DDR) for children involved in armed conflicts in Central and Western Mindanao Region. This includes conducting needs assessment and baseline survey, DDR strategy and programme formulation for children in armed conflict, organisation of partners network, advocacy on non-recruitment of minors and DDR, and development of database and mapping system for children in armed conflict.

Response to the December 04 typhoons

December 04 - June 05

COMPLETED

Emergency public health response for typhoon affected population in Infanta and General Nakar Municipalities, Quezon Province

Response to public health needs by increasing access and making optimal use of water and sanitation facilities. Activities include installation/distribution of temporary emergency water facilities, water supply, campaigns, etc.

Beneficiaries: 7,000 families (35,000 individuals) in the Province of Quezon

December 04 - May 05

Emergency assistance to the victims of the typhoons in the Philippines

Distribution of relief items (food and non-food) such as mosquito nets, rubber boots, medicines. Assistance for home reconstruction.

Beneficiaries: 25,000 people affected by the typhoons

December 04 - March 05

Support to emergency food supplies and farm inputs in the Aurora District

Beneficiary families are supplied with food for their immediate survival and with farm inputs (e.g. rice seeds, fertiliser, insecticides, etc.) to replant destroyed rice fields.

Support in satellite communications for emergency humanitarian operations

Limited communication means made effective coordination of emergency response teams impossible. This project provided essential support in satellite telecommunications (i.e. satellite telephone lines and high speed internet poles) to emergency actors responding to the typhoons. Local population also benefited from this.
