Bilateral programme (DCI)

Under the DCI, the EC has developed a Strategy Paper (SP) for the Philippines, covering the period 2007-2013 with an overall allocation of €130 million.

The Strategy Paper adheres to the fundamental DCI objective of eradicating poverty. It supports the Medium-Term Philippines Development Plan  (MTPDP) to achieve the MDGs. It contains one focal sector, health, supported by a number of non-focal sectors and programmes; support to good local governance, trade-related technical assistance and a special programme for Mindanao focusing on rehabilitation and community development.

The period covered by the SP is divided into two Multi-annual Indicative Programmes (2007-2010 and 2011-2013), which are agreements formally signed with the Government of the Philippines, setting out the agreed programme for the period in question.


The MIP 2007-2010 represents 46% of the total envelope for the Philippines. The MIP 2011-2013 will represent 54% of the total envelope for the Philippines (approximately € 69 million).

The MIP reflects the priorities identified in the CSP. As such, most resources go to the Health Sector Policy Support Programme. Other programmes funded under the current MIP include the Mindanao Trust Fund, the Trade-Related Technical Assistance 2 (TRTA2), and the Strategic Projects Facility (SPF2).

In 2009 there will be a review of the 2007-2010 MIP, which will help design the 2011-2013 MIP. This may involve an adjustment of the overall SP.

Aid delivery methods

For its bilateral programme, the EC uses a mix of aid modalities. However, in line with recommendations of the Paris Agenda concerning ownership by the recipient country, alignment with government systems and harmonization of activities and strategies in and between government and the development partners' community, the bulk of the bilateral programme funds are delivered through Sector-Wide Approach programmes (SWAp). In a SWAp, development partners support government's policy and strategy in one sector, and agree on a common framework for implementing activities, monitoring progress, and improving public financial management. Release of funds is conditional to attaining specific targets.

The EC continues to implement some actions through the traditional project approach, in which an action is implemented as a series of activities aimed at accomplishing a specific objective, within a defined time-frame and budget.

Acknowledging that the fight against poverty requires a multi-sectoral approach, the EC also gives grants for actions which are designed an implemented by NGOs, CSOs, local governments, etc. Grants are usually awarded following a call for proposals, which are published on the Europe Aid website, and on the home page of the Delegation's website.

Health Sector Policy Support Programme (HSPSP)
Implementing partners: Department of Health (DOH), World Bank (WB), Local Government Units.

The HSPSP is designed to address the four pillars of the DoH’s F1 Health Sector Reform. aiming to increase utilisation by the poor of affordable and financially sustainable, quality essential health services and population programmes. It prioritises pro-poor interventions, and targets primary health care services in the poorest municipalities, together with system development and capacity building at local level and at DOH level. The EC's support is in the form of funding for local government health sector investment plans, accompanied by expert advice through a Technical Assistance team, plus direct funding to the Department of Budget and Management and DoH for for public finance management improvements (more...)

Mindanao Health Sector Policy Support Programme (HSPSP)

MHSPSP extends the support provided under the HSPSP to a further group of provinces, all located in Mindanao, where the incidence of poverty is higher than elsewhere in the country and where it is part of the EC's policy to support essential development in order to ensure that conflict does not prevent the poverty reduction and growth which are essential for the future of this part of the country (more...)

The overall objective of the Strategic Projects Facility (SPF2) is to contribute to improving governance as underlying condition for reaching the MDGs. The project purpose is to catalyze action of stakeholders to improve quality of local governance. To reach this development objective, it will follow a two-pronged approach: 1. Mindanao Trust Fund
The MTF-RDP was established in 2005 by the World Bank, following a request from the Government to strengthen assistance to conflict-affected areas in Mindanao. The MTF is implemented by the World Bank in cooperation with the Bangsamoro Development Agency (BDA, the development arm of the MILF), and focuses on providing grant funding to conflict-affected areas, with the priority of stabilising existing communities and resettling displaced persons (more...).

Trade-Related Technical Assistance (TRTA)

Implementing partners: NEDA, Department of Trade and Industry (DTI), Department of Agriculture, Bureau of Product Standards, Bureau of Fisheries and Aquatic Resources, Bureau of International Trade, Philippine Coconut Authority.
The TRTA project helped the Philippines in building an enabling economic environment for international trade and investment. In addition, this project strived to improve the access of Philippine exports to the expanded EU market and to increase the confidence of EU in the quality and safety of Philippine exports. It followed a holistic approach, linking trade policy more effectively with macroeconomic and structural reforms, private sector development, institutional capacity building. In addition, TRTA worked to increase knowledge and capacity of stakeholders in dealing with the World Trade Organisation (WTO) and/or international trade-related issues.

Corruption prevention

This project aimed to build the capacity of the Office of the Ombudsman, the agency that spearheads the fight against graft and corruption, as well as certain civil society organisations and government agencies. Small Projects Facility (SPF)
The SPF was a flexible, demand-driven financing instrument for small, innovative, strategic and visible projects in areas of strategic importance and mutual interest to the Philippines and the EU. Grants were allocated to non-profit organizations in governance and trade. It also facilitated interaction of European and Filipino civil society, including the private sector, and created networking opportunities for state and non-state actors, policy-makers and opinion leaders.
